(HCWG)<\/b> is a multi-agency partnership chaired by an Elected Member which reports directly to <a href=\"https:\/\/www.glasgowcpp.org.uk\/index.aspx?articleid=12136\"><span class=\"s1\">Glasgow Community Planning Partnership\u2019s Safe Glasgow Partnership<\/span><\/a>.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p><p class=\"p1\"><b>The HCWG\u2019s purpose is to encourage and coordinate collaborative approaches to tackling hate crime<\/b>.<span class=\"Apple-converted-space\">\u00a0 <\/span>It has several members including the:<\/p><ul class=\"ul1\"><li class=\"li2\"><span class=\"s2\"><a href=\"https:\/\/www.copfs.gov.uk\/\"><span class=\"s3\">Crown Office and Procurator Fiscal Service<\/span><\/a><\/span><span class=\"s4\">;<\/span><\/li><li class=\"li2\"><span class=\"s2\"><a href=\"https:\/\/www.scotland.police.uk\/\"><span class=\"s3\">Police Scotland<\/span><\/a><\/span><span class=\"s4\">;<\/span><\/li><li class=\"li2\"><span class=\"s2\"><a href=\"https:\/\/victimsupport.scot\/locations\/victim-support-glasgow\/\"><span class=\"s3\">Victim Support Glasgow<\/span><\/a><\/span><span class=\"s4\">;<\/span><\/li><li class=\"li2\"><span class=\"s2\"><a href=\"https:\/\/www.crer.scot\/\"><span class=\"s3\">Coalition for Racial Equality and Rights<\/span><\/a><\/span><span class=\"s4\">;<\/span><\/li><li class=\"li2\"><span class=\"s2\"><a href=\"https:\/\/www.nhsggc.org.uk\/\"><span class=\"s3\">NHS Greater Glasgow &amp; Clyde<\/span><\/a><\/span><span class=\"s4\">;<\/span><\/li><li class=\"li2\"><span class=\"s2\"><a href=\"https:\/\/www.wsrec.co.uk\/about-us\/\"><span class=\"s3\">West of Scotland Regional Equality Council<\/span><\/a><\/span><span class=\"s4\">;<\/span><\/li><li class=\"li2\"><span class=\"s2\"><a href=\"https:\/\/www.wheatley-group.com\/\"><span class=\"s3\">Wheatley Group<\/span><\/a><\/span><span class=\"s4\">;<\/span><\/li><li class=\"li1\"><span class=\"s5\"><a href=\"https:\/\/gda.scot\/\"><span class=\"s3\">Glasgow Disability Alliance<\/span><\/a><\/span>; and representatives from<span class=\"Apple-converted-space\">\u00a0<\/span><\/li><li class=\"li2\"><span class=\"s2\"><a href=\"https:\/\/glasgowcity.hscp.scot\/\"><span class=\"s3\">Glasgow Health and Social Care Partnership<\/span><\/a><\/span><span class=\"s4\"> including Education and Social Work.<\/span><\/li><\/ul><p class=\"p1\"><b>The group members have a significant role in reporting on Primary and Secondary Hate Crime responses<\/b> including developing the <a href=\"https:\/\/www.hatecrimescotland.org\/glasgow-hate-crime-awareness-week\/\"><span class=\"s1\">Hate Crime Awareness Week<\/span><\/a>, providing feedback to the Scottish Government on national and legislative changes and understanding the levels, numbers of hate crime incidents and offences in the City of Glasgow.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<section data-id=\"62f0010\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-de3ad9a\" data-id=\"de3ad9a\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-837c2a7 elementor-widget elementor-widget-text-editor\" data-id=\"837c2a7\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p class=\"p1\"><b>The group provided constructive feedback on the major legislative change in terms of the <\/b><a href=\"https:\/\/www.parliament.scot\/bills-and-laws\/bills\/hate-crime-and-public-order-scotland-bill\"><span class=\"s1\"><b>Hate Crime and Public Order (Scotland) Bill<\/b><\/span><\/a> which has updated the existing laws by pulling them into one bill, adding age to the groups that are currently protected by hate crime legislation and creating a new crime of stirring up hatred against any of the protected groups, disability, race, religion, sexual orientation, transgender identity and age.<\/p><p class=\"p2\"><span class=\"s2\"><a href=\"https:\/\/www.gov.scot\/publications\/study-characteristics-police-recorded-hate-crime-scotland\/pages\/3\/\">A recent report for 2019\/2020 provided by Justice Analytical Services in the Scottish Government<\/a><\/span><span class=\"s3\"> has highlighted that:<\/span><\/p><ul class=\"ul1\"><li class=\"li1\"><span class=\"s4\"><a href=\"https:\/\/www.glasgow.gov.uk\/\"><span class=\"s5\"><b>Glasgow City<\/b><\/span><\/a><\/span><b> and <\/b><a href=\"https:\/\/www.edinburgh.gov.uk\/\"><span class=\"s1\"><b>City of Edinburgh<\/b><\/span><\/a><b> Local authority areas<\/b> collectively accounted for <b>21% of<\/b> Scotland\u2019s <b>population<\/b> in 2019\/20 but accounted for <b>43% of all hate crimes<\/b> recorded by Police Scotland in 2019\/20.<span class=\"Apple-converted-space\">\u00a0<\/span><\/li><li class=\"li1\"><b>Hate crime has fluctuated<\/b> between 6300 and 7000 offences between the years 2014-15 and 2019-2020, being <b>6448 in 2019\/20<\/b>.<span class=\"Apple-converted-space\">\u00a0<\/span><\/li><li class=\"li1\">Hate crime is<b> significantly underreported<\/b>.<span class=\"Apple-converted-space\">\u00a0<\/span><\/li><li class=\"li1\"><b>Around a third of hate crimes<\/b> across Scotland:<ul class=\"ul1\"><li class=\"li1\">involved a<b> victim who experienced <\/b>the incident<b> at work;<\/b> and<\/li><li class=\"li1\"><b>75% <\/b>of<b> perpetrators <\/b>were<b> male<\/b>.<span class=\"Apple-converted-space\">\u00a0<\/span><\/li><\/ul><\/li><li class=\"li1\"><b>In religious aggravated hate crimes:<\/b><ul class=\"ul1\"><li class=\"li1\">the <b>perpetrator<\/b> showed <b>prejudice towards<\/b> the <b>catholic community<\/b> on <b>40%<\/b> of occasions;<\/li><li class=\"li1\"><b>10% towards<\/b> the <b>Protestant community<\/b>; and<span class=\"Apple-converted-space\">\u00a0<\/span><\/li><li class=\"li1\"><b>25% towards<\/b> the <b>Muslim community<\/b>.<span class=\"Apple-converted-space\">\u00a0<\/span><\/li><\/ul><\/li><\/ul><ul class=\"ul1\"><li class=\"li1\"><b>Police<\/b> were <b>victims <\/b>in <b>16.75% of cases<\/b>.<span class=\"Apple-converted-space\">\u00a0<\/span><\/li><li class=\"li1\">Almost <b>two thirds of all race-related<\/b> <b>hate offences<\/b> had a visible minority ethnic (<b>non-white<\/b>) <b>victim<\/b> \u2013 a <b>group<\/b> that makes up around <b>4% of the population<\/b>.<span class=\"Apple-converted-space\">\u00a0<\/span><\/li><li class=\"li1\">Of <b>180 disability hate crimes<\/b> <b>130<\/b> were <b>targeted at people<\/b> with a <b>learning disability<\/b> and <b>50<\/b> at a <b>physical disability<\/b>.<\/li><\/ul><p class=\"p1\"><b>In 2019\/2020 Criminal Justice Social Work Reports<\/b> where hate crime was present made up <b>4% of all court report activity<\/b> and around <b>2% of Community Payback Order activity within Community Justice workloads<\/b>. However, this does not reflect clients who have previous convictions for hate crime.<\/p><p class=\"p1\"><b>Justice Social Work in Glasgow have had an increasing involvement with the Hate Crime Working Group in 2020\/21<\/b>, and this has focused on helping it understand the characteristics and typologies of those who commit hate crime and giving the group a wider understanding of Tertiary Intervention for Community Justice clients who have previous or recent offences in relation to hate crimes.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p><p class=\"p1\"><b>As a result of this interaction a Hate Crime workstream<\/b> has been developed through the Effective Community Interventions working group in Justice Social Work and this is presently in the process of developing a <b>short cognitive behavioural programme with a social-educational element<\/b> for use with clients on Community Payback orders. It will also have an interesting focus on social media and echo chambers that can lead to entrenched and distorted viewpoints.<\/p><p class=\"p1\"><b>The Justice working group was formed during 2020\/21<\/b> and has focused on developing an understanding of those typologies and dynamic risks in relation to hate crime perpetrators. We have tried to understand the context in Glasgow and reviewed present practice in relation to assessment and intervention activity in Justice Services.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p><p class=\"p1\"><b>The group has reviewed some National Hate Crime programmes<\/b> to consider their use and relevance in a Glasgow setting. The working group has made excellent links with the Hate Crime Working Group who will offer oversight and support to the educational components of the programme that are designed to challenge attitudes and myths that can often lead to the instigation of hate speech and hate crime. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p><p class=\"p1\"><b>Plans are in place to look at restorative justice approaches<\/b> in the longer-term <b>placing victims at the centre of the process<\/b>.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p><p class=\"p1\">We have also had an information exchange with the Glasgow <a href=\"https:\/\/www.scotland.police.uk\/about-us\/police-scotland\/prevent-referral-data\/\"><span class=\"s1\">Prevent Strategy<\/span><\/a> through the Multi-Agency Public Protection Arrangement (MAPPA) coordinator in Glasgow which ensures we are aware of more extreme groups and activity that informs the work with those who require a different intervention \/ management approach. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p><p class=\"p1\"><b>Colleagues in the English Probation Service<\/b> continued to offer support and guidance in relation to the development of our programme and higher risk of harm groups and individuals.<span class=\"Apple-converted-space\">\u00a0 <\/span>The working group will continue to meet in 2021\/22 and look forward to developing a programme structure for staff to use with their clients to tackle attitudes and behaviours that are harmful to victims and marginalised groups in Glasgow \u2013 <b><i>WATCH THIS SPACE FOR AN UPDATE NEXT YEAR<\/i><\/b><i>.<\/i><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-18206fc elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"18206fc\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-42ea7a7\" data-id=\"42ea7a7\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-7ec8e64 elementor-widget elementor-widget-spacer\" data-id=\"7ec8e64\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"spacer.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<div class=\"elementor-spacer\">\n\t\t\t<div class=\"elementor-spacer-inner\"><\/div>\n\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<div class=\"tmnf_excerpt\"><p>BY DOMINIC CLARKE Assistant Service Manager, Criminal Justice&nbsp;\u2013 Glasgow Health and Social Care Partnership HATE CRIME \u2013 Any crime motivated by prejudice, based on race, religion, disability, sexual orientation, transgender identity CLICK BELOW TO WATCH A CAMPAIGN FROM THE SCOTTISH GOVERNMENT &amp;
