engaging people to the service and supports they need<\/b> in their own communities has been a long-standing ambition and objective of our Community Justice Partnership in Glasgow. This ambition cuts across many of the themes set out in our <a href=\"https:\/\/www.glasgowcpp.org.uk\/CHttpHandler.ashx?id=41787&amp;p=0\"><span class=\"s1\">Community Justice Outcome Improvement Plan<\/span><\/a> including:<\/p><ul class=\"ul1\"><li class=\"li1\"><b>Prevention<\/b> \u2013 we know through evidence (<i>see for example <\/i><a href=\"https:\/\/www.gov.scot\/publications\/works-reduce-reoffending-summary-evidence\/\"><span class=\"s1\"><i>What Works to Reduce Re-Offending- A Summary of Evidence<\/i><\/span><\/a>), research (<i>see for examples Children &amp; Young Peoples\u2019 Centre for Justice (<\/i><a href=\"https:\/\/www.cycj.org.uk\/\"><span class=\"s1\"><i>CYCJ) Website<\/i><\/span><\/a>)<span class=\"Apple-converted-space\">\u00a0<\/span>and our own experience, that if people are connected, and receive the support they need at an early\/earlier stage (Youth Groups for example or alternatives to prosecution and custody),<span class=\"Apple-converted-space\">\u00a0<\/span>they are much more likely to step onto a more positive pathway in life.<span class=\"Apple-converted-space\">\u00a0<\/span>In summary if we can address the underlying drivers of offending behaviour, there is less risk of coming into contact with the justice system or \u2013 for those who already have, of re-offending.<span class=\"Apple-converted-space\">\u00a0 <\/span>For an explanation of the social factors and phycology behind this you can see for example an article in the <a href=\"http:\/\/cjg-annualreport.co.uk\/\"><span class=\"s1\">2019-20 Annual Reporter<\/span><\/a> \u2013 <a href=\"http:\/\/cjg-annualreport.co.uk\/intro-from-tom\/\"><span class=\"s1\"><i>Meeting the Challenges form the Roots Up<\/i><span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/a><i> <\/i>or <a href=\"http:\/\/cjg-annualreport.co.uk\/severe-and-multiple-disadvantage-at-the-root-of-offending-behaviour\/\"><span class=\"s1\"><i>Severe &amp; Multiple Disadvantage at the Root of Offending Behaviour<\/i><\/span><\/a>.<\/li><\/ul><ul class=\"ul1\"><li class=\"li1\"><b>Protective Factors \u2013<span class=\"Apple-converted-space\">\u00a0<\/span><\/b>as above but with a specific focus on connecting people with the specific services\/opportunities that can help address the factors known to reduce the risk of further offending including, Housing, Employability, Health &amp; Wellbeing.<\/li><\/ul><ul class=\"ul1\"><li class=\"li1\"><b>Communication\/Engagement\/Service User Voice<\/b><strong>\u00a0\u2013<\/strong> the App will help us to deliver on out <a href=\"https:\/\/www.glasgowcpp.org.uk\/CHttpHandler.ashx?id=40541&amp;p=0\"><span class=\"s1\">Strategy for Purposeful Engagement<\/span><\/a>.<span class=\"Apple-converted-space\">\u00a0 <\/span>Helping us to Reach out to Communities (geographical communities, communities of interest etc.), providing opportunities to improve knowledge, understand and confidence in Community Justice and for people to participate and engage in out planning and delivery of Community Justice in Glasgow.<span class=\"Apple-converted-space\">\u00a0<\/span><\/li><\/ul><ul class=\"ul1\"><li class=\"li1\"><b>Other Themes<\/b> &amp;<b> Priorities<\/b> \u2013 for all of the other themes and priorities (Women, Victims, Families, Service &amp; Resource Alignment, Throughcare) the connecting opportunities of the App into every area of Glasgow \u2013 from high level strategic organisation to grass roots services \u2013 will help everyone trying to connect people with services right across the justice agenda and way beyond.<\/li><\/ul><p class=\"p1\"><b>Developing the solution &#8211; A Directory of Interventions\/Services for the Community Justice arena<\/b> has been a regularly expressed <b>priority<\/b> and ask from Community Justice Glasgow Partners and wider stakeholders. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p><p class=\"p1\"><b>The complexity, scope and breadth of services that contribute to the reducing re-offending agenda<\/b> lies not only with Criminal Justice, Social Work and the Police but much further afield including (but not limited to) <b>Public, 3<\/b><span class=\"s3\"><b><sup>rd<\/sup><\/b><\/span><b> Sector and Grass Roots organisations delivering services<\/b> in Health &amp; Wellbeing, Employability, Housing, Prison Throughcare, Sport, the Arts etc. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p><p class=\"p1\"><b>Given the scale of possibilities<\/b> <b>when making referrals to organisations<\/b> who can provide a service to meet an individual\u2019s need, particularly in their own <b>local communities<\/b>, it is <b>not possible for referring services to know everything<\/b> that is available in a particular area or Ward of the City.<span class=\"Apple-converted-space\">\u00a0 <\/span><b>Options such as paper-based directories<\/b> have been <b>tried without much success<\/b> in the past.<span class=\"Apple-converted-space\">\u00a0 <\/span>The main issues associated with these were:<\/p><ul class=\"ul1\"><li class=\"li1\"><b>Funding streams change<\/b> constantly and with them services\/criteria for referring etc. \u2013 i.e. out of date almost as soon as it is published.<\/li><li class=\"li1\"><b>Resource intense<\/b> to keep up to date and make accessible to the services\/people who need to use it.<\/li><li class=\"li1\"><b>Only records the tip of the iceberg<\/b> in terms of possible services to include.<\/li><\/ul><p class=\"p1\"><b>The 3rd Sector partner in the project \u2013 Glasgow Girls Club<\/b>\u00a0\u2013 has experience in producing digital solutions and recently ran a Community Connectors pilot for girls and young women in the North of Glasgow. The aim of the pilot was to scope and develop a structured framework to connect girls and young women, who were at risk of crisis, in or coming out of crisis, with a network of resources and activities, so that they could reach positive destinations. Working with a steering group and a bank of local services and local 3rd Sector and Public Sector agencies, including Glasgow City Council and the Health &amp; Social Care Partnership, Glasgow Girls Club developed an understanding of how to provide localised digital signposting solutions that will help towards joint ambitions of a more connected community.<\/p><p class=\"p1\"><b>Let\u2019s Get Communities Connected (LGCC) APP \u2013\u00a0<\/b>LGCC is an App based digital directory, commissioned by <a href=\"https:\/\/www.glasgowcpp.org.uk\/communityjustice\"><span class=\"s1\">Community Justice Glasgow<\/span><\/a>,<span class=\"Apple-converted-space\">\u00a0 <\/span>its development is currently funded by a partnership of <a href=\"https:\/\/glasgowcity.hscp.scot\/\"><span class=\"s1\">Glasgow Health &amp; Social Care Partnership<\/span><\/a> (GCHSCP) (Community Justice Section 27 Grant), <a href=\"https:\/\/www.glasgow.gov.uk\/CHttpHandler.ashx?id=43572&amp;p=0\"><span class=\"s1\">Glasgow City Council<\/span><\/a> Social Recovery Funding and <a href=\"https:\/\/nghomes.net\/\"><span class=\"s1\">North Glasgow (NG) Homes<\/span><\/a> and in-kind support from <a href=\"https:\/\/www.glasgowgirlsclub.org\/\"><span class=\"s1\">Glasgow Girls Club<\/span><\/a>. The App is being designed for smart phones \u2013 and will be available as a progressive web App, a native App and will also be available for use on laptops via a URL.<\/p><p class=\"p1\"><b>The App aims to provide tailored, easy access and portable information<\/b> to referring services and those with lived experience of the Justice System (Service Users) around the services available (Statutory, Public Sector, 3rd Sector and Grass Roots level) to meet the presenting needs (issues that may be driving their offending behaviour) of service users and those services that can meet their aspirations and longer term sustainable goals in their own communities \u2013 <i>with a view to reducing the risk of further offending.<\/i> <span class=\"Apple-converted-space\">\u00a0<\/span><\/p><p class=\"p4\"><span class=\"s4\"><b>The App will work at Glasgow City Council Ward and city-wide service levels<span class=\"Apple-converted-space\">\u00a0<\/span><\/b> and is strategically aligned to the <a href=\"https:\/\/www.glasgowcpp.org.uk\/CHttpHandler.ashx?id=41787&amp;p=0\"><span class=\"s1\">Glasgow Community Justice Outcome Improvement Plan (2018-2023)<\/span><\/a>,<span class=\"Apple-converted-space\">\u00a0 <\/span><a href=\"https:\/\/www.gov.scot\/publications\/national-strategy-community-justice\/\"><span class=\"s1\">National Strategy for Community Justice<\/span><\/a><\/span><span class=\"s5\">,<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><span class=\"s4\"> <a href=\"https:\/\/www.glasgow.gov.uk\/CHttpHandler.ashx?id=43572&amp;p=0\"><span class=\"s1\">The Digital Glasgow Strategy<\/span><\/a>,<span class=\"Apple-converted-space\">\u00a0 <\/span><a href=\"https:\/\/www.glasgowcpp.org.uk\/index.aspx?articleid=26296\"><span class=\"s1\">Glasgow City Council\u2019s Social Recovery Planning<\/span><\/a> and <a href=\"https:\/\/www.glasgowcpp.org.uk\/communityplan\"><span class=\"s1\">Glasgow Community Plan<\/span><\/a>.<\/span><\/p><p class=\"p6\">The <b>main benefits<\/b> of the LGCC App will be:<\/p><ul class=\"ul1\"><li class=\"li6\">The App will <b>link out directly to websites<\/b>, social media pages such as Facebook etc., whilst keeping the user connected to the App\/digital platform \u2013\u00a0<b>negating the need to<\/b> rely on a single point of updating and the <b>resource intensity<\/b> that goes with that.<span class=\"Apple-converted-space\">\u00a0<\/span><\/li><li class=\"li6\"><b>Sustainability is achievable<\/b> through a community led Steering Group, identifying local champions in each Ward area (voluntary community connectors) who will be trained by Glasgow Girls Club to update content as appropriate, providing an employability skills training pathway into digital for those who volunteer as community connector champions.<span class=\"Apple-converted-space\">\u00a0<\/span><\/li><li class=\"li6\"><b>Employability Pathways \u2013\u00a0<\/b>These training opportunities will proactively support people affected by the justice system and those who are furthest from the workplace, to gain useful digital skills, build aspiration and illuminate pathways into further education, employment and \/ or other opportunities within 3rd and Digital Sector. By providing this type of preventative pathway and support towards employment we can help to reduce re-offending, and antisocial behaviour which will help to reintegrate people to become positively contributing members of our communities.<\/li><li class=\"li6\">Opportunities for efficiencies across the Community Justice Partnership, for example,<br \/><ul class=\"ul1\"><li class=\"li6\"><b>Scottish Prison Service \u2013 <\/b>Throughcare<b>.<\/b><\/li><li class=\"li6\"><b>Health Servi<\/b><strong>ces\u00a0\u2013<\/strong> Potential use for social prescribing.<\/li><li class=\"li6\"><b>Police Scotland<\/b><strong> \u2013<\/strong> Custody Navigators \/ Community Justice Hub \/ Positive Outcomes Project.<\/li><li class=\"li6\"><b>Social Work Services<\/b><strong> \u2013<\/strong> identifying services to meet individual needs \/ identify and leverage in new formal and informal partners.<\/li><\/ul><\/li><\/ul><p class=\"p10\"><b>Open Data, Innovation and a Social Enterprise<span class=\"Apple-converted-space\">\u00a0<\/span><\/b><\/p><p class=\"p1\"><b>The LGCC App skin, once fully developed will be available for other Local Authority Areas or projects to purchase, <\/b>with the purchaser able to include their own branding etc. and upload their own local data, essentially creating their own bespoke directory for whichever purpose\/focus\/lens suits their needs.<span class=\"Apple-converted-space\">\u00a0 <\/span>Any profits will be re-invested to develop and deliver employability pathways into Tech for people coming into contact with the justice system in Glasgow.<\/p><p class=\"p6\"><b>Glasgow Girls Club aims to help link in the grassroots wellbeing directory (<\/b><a href=\"https:\/\/www.aliss.org\/\"><span class=\"s1\"><b>ALISS<\/b><\/span><\/a><b>)<\/b> landscape and in doing so, help to build 3rd digital capacity and avoid or reduce duplication of information and of effort for all.\u00a0 All information added to the database will be available for people to find via Let\u2019s Get and also freely available as Open Data for any other grassroots organisations wishing to surface (pull in) through their very own branded skin.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p><p class=\"p1\"><b>Ambitions \u2013 Delivery of the first iteration of the LGCC App is just the beginning of the journey<\/b>.<span class=\"Apple-converted-space\">\u00a0 <\/span>Going forward looking through a <i>\u2018tech for good\u2019<\/i> lens, Glasgow Girls Club are scoping out a future business model that can sustain the drive in this direction including bringing in sponsors and investors with the potential for Public Social Partnership approach being taken.<span class=\"Apple-converted-space\">\u00a0 <\/span>Possible future enhancements include:<\/p><ul class=\"ul1\"><li class=\"li1\"><b>Match making<\/b> \u2013 using personal profile building to anonymously auto-match users to services.<span class=\"Apple-converted-space\">\u00a0<\/span><\/li><li class=\"li1\"><b>Harvesting raw data about services <\/b>&#8211; current provision \/ gaps analysis \u2013 things searched for but not available \u2013 assist with planning &amp; commissioning etc.<\/li><li class=\"li1\">Refer Now button.<\/li><li class=\"li1\">Print\/share a \u2018social prescription\u2019.<\/li><li class=\"li1\">Application Programming Interface (API) functionality (allows to software applications to talk to each other).<span class=\"Apple-converted-space\">\u00a0<\/span><\/li><\/ul><p class=\"p1\"><b>Glasgow Girls Club &amp; Community Justice Glasgow are developing strategic alliances and exploring opportunities for joined up thinking with other city wide and national ambitions around social renewal, open data and digital inclusion.<\/b> Existing relationships are also being built upon and the potential for in-kind tech support from the likes of Morgan Stanley being explored.<\/p><p class=\"p1\"><b>The reception for the development<\/b> of the App across Community Justice Working Groups and further afield has been extremely positive, Bernadette Monaghan, Director of Community Empowerment and Equalities, Glasgow City Council recently commented that:<\/p><blockquote><p class=\"p1\"><i>\u201cThe ambition for social good demonstrated in this work will benefit organisations and communities right across Glasgow \u2013 far beyond the Community Justice landscape.
