familiar with Community Justice Glasgow\u2019s Annual Reporter and to those who are coming to it for the first time.<\/p><p class=\"p1\"><b>We are pleased to bring you the Community Justice Glasgow Annual Reporter for 2020-2021.<span class=\"Apple-converted-space\">\u00a0 <\/span><\/b>This is the 4<span class=\"s1\"><sup>th<\/sup><\/span> in our series of newspaper style Annual Reports and 2<span class=\"s1\"><sup>nd<\/sup><\/span> of our digital only offering. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p><p class=\"p1\"><b>In previous editions, there has been a common thread <\/b>running through the articles and features:<\/p><ul class=\"ul1\"><li class=\"li1\"><span class=\"s2\"><a href=\"https:\/\/www.glasgowcpp.org.uk\/CHttpHandler.ashx?id=43296&amp;p=0\"><span class=\"s3\"><b>2017-18<\/b><\/span><\/a><\/span> \u2013 <b><i>What is Community Justice &amp; Why we promote it &#8211; <\/i><\/b><i>\u2018<\/i>Raising Awareness &amp; increasing knowledge and understanding of Community Justice\u2019 &#8211; explaining what community justice is and means for Glasgow.<\/li><li class=\"li1\"><span class=\"s2\"><a href=\"https:\/\/www.glasgowcpp.org.uk\/CHttpHandler.ashx?id=46954&amp;p=0\"><span class=\"s3\"><b>2018-19<\/b><\/span><\/a><\/span>\u00a0\u2013\u00a0<b><i>How we Do It<\/i><\/b> \u2013 highlighting the contribution from 3<span class=\"s1\"><sup>rd<\/sup><\/span> (voluntary) and Public Sector partners and communities themselves in reducing, and sustaining reductions, in re-offending in Glasgow; initiatives\/services that were presented in previous editions;<\/li>\n<li class=\"li1\">tell you about some<b> new pieces of work\/services<\/b>;<\/li>\n<li class=\"li1\">tell you about some of the <b>innovation <\/b>that came about <b>as a result of the Covid19 Pandemic<\/b>; and<\/li>\n<li class=\"li1\">provide some <b>reflection on the growth and strength of the partnership<\/b> since the introduction of the <a href=\"https:\/\/www.legislation.gov.uk\/asp\/2016\/10\/enacted\"><span class=\"s4\">Community Justice (Scotland) Act 2016<\/span><\/a> \u2013 <i>a journey that saw Community Justice in Glasgow in a strong position to overcome the challenges and take advantage of the opportunities brought about by Covid 19 restrictions and lockdowns.<\/i><\/li>\n<\/ul>\n<p class=\"p1\"><b>Most of the content of previous reports is still as relevant<\/b> today as when they were published and form part of a series that will provide readers with a detailed insight into the world of Community Justice in Glasgow.&nbsp;<\/p>\n<p class=\"p1\"><b>2020-2021 was certainly a year like no other.<span class=\"Apple-converted-space\">&nbsp;&nbsp;<\/span><\/b>For the Community Justice Team and Partnership, it brought much trepidation, challenges and opportunities.<b><span class=\"Apple-converted-space\">&nbsp; <\/span><\/b>Across the Justice arena we work to provide efficient and effective services to people in Glasgow who have some of the <a href=\"http:\/\/cjg-annualreport.co.uk\/severe-and-multiple-disadvantage-at-the-root-of-offending-behaviour\/\"><span class=\"s4\">most complex needs and are some of the most disadvantaged in our City<\/span><\/a>&nbsp;\u2013 with <span class=\"s4\">higher rates of homelessness, addictions, poorer mental and physical health etc. than the general population<\/span>.<span class=\"Apple-converted-space\">&nbsp; &nbsp;<\/span><\/p>\n<p class=\"p1\"><b>As I\u2019m sure you will appreciate<\/b>, the Covid19 Pandemic brought many challenges to an already stretched Justice System.<span class=\"Apple-converted-space\">&nbsp; <\/span>On the Community Justice doorstep, the biggest challenges that faced the Partnership included:<\/p>\n<ul class=\"ul1\">\n<li class=\"li1\">the closure on and off of the Prison estate to visitors and support services;<\/li>\n<li class=\"li1\">the ceasing of face to face Community Payback Unpaid Work (for squad placements particularly);<\/li>\n<li class=\"li1\">the closure of services that form part of the package of support for those who come into contact with the Justice System in Glasgow; and<\/li>\n<li class=\"li1\">the knowledge that some of those being supported and provided service are some of the most vulnerable in our City.<\/li>\n<\/ul>\n<p class=\"p1\"><b>The Partnership around Community Justice<\/b> had to quickly adapt, flex and innovate \u2013 finding new ways to reach people, to continue to deliver services where possible &#8211; to find alternatives where we could not \u2013&nbsp;<i>the wheels of Community Justice simply had to keep turning, and they did<\/i><b>.&nbsp;<\/b><\/p>\n<p class=\"p1\"><b>This led me to reflect on the journey towards the strong partnership that is Community Justice Glasgow today.<span class=\"Apple-converted-space\">&nbsp; <\/span><\/b>A strength of partnership that was the key<b> <\/b>to overcoming the challenges and taking advantage of the opportunities brought about by Covid19.<span class=\"Apple-converted-space\">&nbsp; <\/span>This has left us in a stronger position to take forward the learning, carrying them way beyond the Covid-related restrictions, and continuing to drive forward new ways of working where appropriate and where it has shown to be successful.&nbsp;<\/p>\n<p class=\"p1\"><b>Throughout the Report you will see many articles that highlight some of those opportunities<\/b> that were taken and <b>challenges<\/b> that were met and overcome.<span class=\"Apple-converted-space\">&nbsp; <\/span><b>I believe some of the most challenging times are still to come<\/b>, the restrictions and their consequences have left a backlog of Court Cases that the <a href=\"https:\/\/www.gov.scot\/news\/community-payback-orders\/\"><span class=\"s4\">Scottish Parliament\u2019s Justice Committee<\/span><\/a> estimated could take up to 10 years to clear, an estimated backlog of unfulfilled hours (approx. 700,000 at July 2020) \u2013 resulting from the suspension of face to face Community Payback Unpaid Work Programmes,<span class=\"Apple-converted-space\">&nbsp; <\/span>and an increase in court business and new Community Payback Orders since the Summer of 2020 (as restrictions began to ease<b>).&nbsp;<\/b><\/p>\n<p class=\"p1\"><b>I have in one role or another,<span class=\"Apple-converted-space\">&nbsp; <\/span>been part of Community Justice in Glasgow since around 2008<\/b> and have seen first-hand the strengthening of partnership that has come about since the introduction of the <a href=\"https:\/\/www.legislation.gov.uk\/asp\/2016\/10\/contents\/enacted\"><span class=\"s4\">Community Justice (Scotland) Act 2016<\/span><\/a>.<span class=\"Apple-converted-space\">&nbsp; <\/span>The strengthened links that come from sitting strategically within, rather than outside of,<span class=\"Apple-converted-space\">&nbsp; <\/span>the City Council, as part of Glasgow <a href=\"https:\/\/www.glasgowcpp.org.uk\/index.aspx?articleid=2509\"><span class=\"s4\">Community Planning Partnership\u2019s Community Empowerment Service<\/span><\/a> (<span class=\"s5\"><b>see figure 1 below<\/b><\/span>), has for me been very tangible, bringing partners more firmly around Community Justice both at a at a strategic level as well as the \u2018mini partnerships\u2019 and relationships that have evolved around each of the priorities for Community Justice.&nbsp;<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-7da13ae elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"7da13ae\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element
