article <a href=\"http:\/\/cjg-annualreport.co.uk\/improving-diversion-from-prosecution\/\"><span class=\"s1\"><i>\u2018A Plan to Improve Diversion from Prosecution (Adult)\u2019<\/i><\/span><\/a><i><span class=\"Apple-converted-space\">&nbsp;<\/span><\/i> I provided information which outlined what Diversion from Prosecution (DfP) is; its importance as a tool for reducing the risk that someone committing lower level offences might re-offend; and its focus on dealing with the root cause of their offending behaviour.<span class=\"Apple-converted-space\">&nbsp; <\/span>In essence, an earlier intervention that both puts the needs of the person at the centre and creates better efficiencies across the system with benefits felt by other partners upstream, for example, Court costs and churn.<\/p>\n<p class=\"p1\"><b>I also outlined improvements that had been made for youth DfP<\/b> and the learning that we had drawn from that and how we were using that learning to look at how we improved DfP for Adults coming into contact with the Criminal Justice system.<\/p>\n<p class=\"p1\"><b>I am really pleased to report that work over 2020-21 has moved along at pace<\/b>.<span class=\"Apple-converted-space\">&nbsp; <\/span>The strong partnership around the Improvement Plan, fuelled by recognition of the system wide benefits of improving the number of referrals for DfP (Adult), have been the backbone of the progress made.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-b423131 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"b423131\" data-element_type=\"section\" understanding that:<\/b><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<section class=\"elementor-section elementor-inner-section elementor-element elementor-element-88be8bf elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"88be8bf\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-inner-column elementor-element elementor-element-c38bc7e\" data-id=\"c38bc7e\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-7753ff2 elementor-widget elementor-widget-text-editor\" data-id=\"7753ff2\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<ol><li><span class=\"s2\"><b>Adult DfP already has a core cohort of services<\/b> established to address a range of needs, anecdotal information from the work already undertaken to improve referral rates, suggested that there is confidence in these services to deliver effective DfP work.\u00a0<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/li><li><span class=\"s2\"><b>Practitioner experience<\/b> had noted\u00a0that with the support and the valued commitment of the Head of Case Marking (COPFS), past initiatives, providing input from Criminal Justice Social Work staff to Training &amp; Development sessions for Marking Staff had resulted in upward spikes in referral numbers in the short-term, however the benefit dropped off over time.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/li><li><span class=\"s2\"><b>Improved information<\/b><\/span><b style=\"color: var( --e-global-color-text ); font-family: var( --e-global-typography-text-font-family ), Sans-serif;\">\/data sharing<\/b><span style=\"color: var( --e-global-color-text ); font-family: var( --e-global-typography-text-font-family ), Sans-serif; font-weight: var( --e-global-typography-text-font-weight );\">\u00a0would support (ii) above and enhance understanding of the impact of DfP cases, allowing for more informed planning, use of resources and ability to manage spikes in referrals.<\/span><span class=\"Apple-converted-space\" style=\"color: var( --e-global-color-text ); font-family: var( --e-global-typography-text-font-family ), Sans-serif; font-weight: var( --e-global-typography-text-font-weight );\">\u00a0<\/span><\/li><li><span class=\"s2\"><b>The system savings<\/b><span class=\"Apple-converted-space\">\u00a0 <\/span>would be spread across the justice system, and should not necessarily be seen as directly, nor locally cashable, however, as Community Justice Partners in Glasgow, our key priorities, as set out in the <a href=\"https:\/\/www.glasgowcpp.org.uk\/CHttpHandler.ashx?id=41787&amp;p=0\"><span class=\"s3\">Community Justice Outcome Improvement Plan<\/span><\/a> include:<\/span><\/li><\/ol><ul><li style=\"list-style-type: none;\"><ul><li style=\"list-style-type: none;\"><ul class=\"ul1\"><li class=\"li1\"><b><i>Service and Resource Alignment<\/i><\/b><i> \u2013 We will use resources where they are most effective, and in a collaborative approach to improve outcomes.<\/i><\/li><\/ul><\/li><\/ul><\/li><\/ul><ul><li style=\"list-style-type: none;\"><ul><li style=\"list-style-type: none;\"><ul class=\"ul1\"><li class=\"li1\"><b><i>Prevention<\/i><\/b><i> \u2013 We will continue with the development of earlier intervention and prevention within the Justice System, capitalising on opportunities at the first points of contact with Community Justice partners.<\/i><\/li><\/ul><\/li><\/ul><\/li><\/ul><p class=\"p1\"><b>After consideration of several scenarios presented within the Business Case<\/b>, the test of change agreed was for the <a href=\"https:\/\/glasgowcity.hscp.scot\/about-us\"><span class=\"s3\">Glasgow City Health &amp; Social Care Partnership<\/span><\/a> (GCHSCP) to<span class=\"Apple-converted-space\">\u00a0 <\/span>allocate <b>resource <\/b>to co-locate a Criminal Justice Social Care Worker<b> <\/b>within Police Scotland\u2019s Criminal Justice Team at London Road Police Station to improve information flow between<span class=\"Apple-converted-space\">\u00a0 <\/span><a href=\"https:\/\/www.scotland.police.uk\/\"><span class=\"s3\">Police Scotland<\/span><\/a> (using the Standard Prosecution Report (SPR2)) and <a href=\"https:\/\/www.copfs.gov.uk\/\"><span class=\"s3\">Crown Office and Procurator Fiscal Service<\/span><\/a> (COPFS).<span class=\"Apple-converted-space\">\u00a0 <\/span>With appropriate Police Reports being enhanced with contextual information about the individual.<span class=\"Apple-converted-space\">\u00a0 <\/span>COPFS. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p><p class=\"p6\">COPFS National Case Marking Manager was supportive of the approach noting that:<\/p><blockquote><p class=\"p7\"><i>\u201cA dedicated\u00a0Criminal Justice Social Care worker at the Police Case Marking Hub would aspire\u00a0to enhance the quality of Standard Police reports and compliment the information already provided by the Police in these.<span class=\"Apple-converted-space\">\u00a0 <\/span>Such a resource would be able to access systems\/signpost to services\/arrange access to services for accused persons, all of which could be included in the SPR immediately and communicated directly with COPFS Case Markers.
